A dog waggles its tail when its playing and exited
they are just exited to see you (when a dog waggs its tail it means that its happy!) the dog is happy because it is happy to see your return. Same as when your kid is happy you are home from work or something.
Ears will be up and tail will be wagging

The reason dogs wag their tails is because they are happy. Sometimes they are aware of their tail wagging and some time they are not. Kind of like when we smile! :) it can also mean that there really exited about something.
