This is a tough question. A horse can function very well with vision in only one eye. We have had a Quarter horse that was blind in one eye and one just had to be careful when approaching from that side. A friend had a horse that was completely blind that was lived a long time being led to and from a small pasture but was able to be free in the pasture.
The problem really is how to get this current episode of Uveitis under control. If the medication is no longer working it may be time to investigate some alternative therapy.
There are several members of our Horse Forum that have horses with Uveitis and have more experience than I.

The folks are very nice and knowledgeable and it may be worth your while to see how they handle their horses with Uveitis. There is a Google search function on the site that may be helpful as well.

No, Find a good veterinaryopthamologist. You need to figure out why it keeps coming back before making such an irreverible decision. Is it because of mechanical trauma (getting dust/chafe/brush in they eyes, or is it due to bacterial or viral infection. You may have to take the horse to a state veterinary hospital in order to get someone who really can figure out what is going on. Once the cause is determined by some one QUALIFIED (even though your vet has a DVM degree, that doesn't mean (s)he is an eye specialist!), then you can make an informed decision of what to do with the horse. Alot of these cases can be solved by a qualified person!!!

I would choose a car because a horse might get put down but a car doesnt and a car is more faster than a horse and u cant take a horse into the city.well u can but it will be extremly weird I would choose a horse because a car can break down and doesn't listen to you where a horse does. my horses listen to me and when i get mad i go down the paddock call them and ride my madness away. Overall: a car is better. That's why they are the primary source of transportation today

Many things, if a canal boat broke down they would tie a horse to the boat and the horse would walk down the track outside of the boat - for transport - to carry famous people - at weddings if you wanted a horse and cart. But there are many other things besides these.
It's possible. I think it depends on the horse and the bear. A small bear may not be able to run down a large horse, and the other way around. Terrain would factor in also. A bear when he charges can run as fast as a horse.

That is hard! Well if you put money down on a horse they most likely had to turn people away that would be potential buyers, so you should consider that. But it was a down payment so you should get it back!
