You would not 'normally' pressurise the reservoir (tank). From the resservoir the oil would go to the pump (be pressurised then) and then on to the function (normally through a valve) after that it goes back to the reservoir. This applies to an 'open' hydraulic circuit.
If it it is a 'closed' (loop) circuit the pressuried oil goes back to the other side of the pump to 'feed' it; the reservoir is just to make up any losses and to dissipate heat.
