That decision is made by the judge based upon what is best for the child or children not on the preference of the either parent or any other persons. Generally a full TPR is only granted to allow a child/children to be eligible for adoption. Judges have the power to allow the requesting parent to be relieved of financial obligations if the situation warrants. They also have the power to order other financial arrangements such as the parent having to establish an educational fund or trust in which a specified amount of money must be deposited within a specified time period. Or order the parent to pay a lump sum based on the future needs of the child, or continue medical coverage, and so forth.

If a mom signs over her rights due to defiant behaviors from the minor child is she obligated to pay child ssupport?

by "signing over rights" I persume you mean, terminating her parental rights and no, she is not obligated to pay child support, however, any accumulated back child support, or "arrears" is required to be paid, unless agreed otherwise. For this you would have had a prior order to pay support prior to the terminating of the mother's rights. When your rights to a child is terminated it is as if the child was never yours and your rights to the child, and obligation for the child are forever terminated.

In Connecticut can a father give up parental rights so he doesn't have to pay child support?

Giving up parental rights has nothing to do with paying support. As the natural father, you are obligated to support the child the mother will be raising and can be ordered to do so by the court. You made the decisions; the consequences are yours. Think of the child and his or her needs through childhood. Would you want to be left behind because your father didn't want to support you?
