The power to collect taxes is an expressed power of Congress. That's to say it's written in the constitution that they have the power to collect and levy taxes. If the power was not written in the constitution was granted by on laws passed, this would be an "implied power".
The US Constitution belongs to the citizens of the United States. The Constitution governs the Federal government. It was ratified on June 21, 1788.

The criticism of the Texas constitution is that it did not limit the power of government enough. The constitution of the state would be re-written to limit government power in the state.

Technically to the extent that power is not conferred on the federal government, the various States retain their sovereignty, which is why the bill of rights, the various amendments that expand them, and the statutes and court cases that enable and protect them, are so important, because without them, there would be few individual liberties.
