If the other owner is on the title then they are needed. If the other individual was just a cosigner on the loan then they are not needed to sell the vehichle. This information should be on the back of the vehichle's title.

Can a cosigner of a mortgage who is not on the deed legally become the primary owner without notifying the primary owner?

The only way to become the owner of real property is by deed or by inheritance. A person cannot make themselves the owner. They must acquire ownership via a deed from the legal owner. If you co-signed a mortgage for land you do not own then you are simply a volunteer who agreed to pay the mortgage on land you do not own. That doesn't give you any ownership interest in the property. If you are a co-owner of the property who also co-signed a mortgage, you cannot make yourself the "primary" owner of the property. You would need a deed from the other co-owner.

If the primary borrower in Colorado is not defaulted on the payments can the co-signer take possession of the vehicle?

The only way that a co-signer can take possession of the vehicle is if they are listed on the title as a co-owner. Even if they are a co-owner, they cannot just take the vehicle. They would need to sue the primary borrower in court to gain possession.

Car with a co-signer being the the primary owner how can you get there name of and just have your name on the car?

If their name is on the Certificate of Title they would need to sign over the title to you. You would need to submit the Title to your state Department of Motor Vehicles so that it can issue a new Certificate of Title in your name as sole owner.

Will you need to pay inherited tax on land if your name is already on the property as co-owner with the party who passed away?

Meaning if you are part owner of property, and the other party pass away first. Will you have to pay inherited tax on their part, to be full owner of it? I may be wrong about this, but as long as the other party did not leave their part to someone else in a will. I think that you would be the full owner, and pay the full amount of tax due each year as personal property. It may have a lot to do with how the title was written up in the beginning and if it says your name AND OR theirs.
