If radiator fan is ratling in 206 1.9 diesel 1999 is this normal can it be tightened how do you replace repair it please thank you?

I'd say the fan is loose or is hitting something like the fan shroud, check it out and if it is loose tighten it, if it is hitting the shroud you may need to cut or bend the shroud a little. try to find out why it is hitting the shroud and repair that, try to move things around, something may have come loose.
