Yes and both the root and the leaves are edible. Although since the ornamental variety is grown especially for its leaves, the flavor of the root might not be as delicious as that of Garnet or Jewel sweet potatoes (the varieties most often found at grocers), which are grown especially for their tasty roots.

Yes, but only if you want to die. The leaves of the potato are very poisonous (what the boy in 'Into the Wild' died of) because they are in the deadly nightshade family. Same with tomatoes.

Do potato skins contain arsenic?

No they should not, but they may contain a poison called solanine which develops in all green parts of plants in the potato family when exposed to light (so don't eat green potatoes nor the green stems or leaves of potato plants). Solanine is a glycoalkaloid poison found in species of the nightshade family (solanaceae), such as potatoes. It can occur naturally in any part of the plant, including the leaves, fruit, and tubers. It is very toxic even in small quantities. Solanine has both fungicidal and pesticidal properties, and it is one of the plant's natural defenses.

What are the little round fruits that the flowers from the potato plants grow into and are they used for anything?

Those little "fruits" on the potato plant are exactly that - they are the fruit of the plant and, like all fruits, contain the seeds to grow new plants. The potato plant is from the same family as the tomato, Solanaceae, so those little fruits are the equivalent of the etable tomato that grows on the tomato plant. The potato fruit, however, is poisonous, as are all the above-ground parts of the potato plant, so do not attempt to eat them. You can grow potato plants from the seeds but it is a bit of a waste of time since the plant grows easily from the "eyes" of the potato tuber itself, either whole or cut up, provided there is at least one eye on each piece that you plant.

Is a potato a plant cell or animal cell?

I am assuming you are talking about the potato plant as a whole and not just the stem of the plant, which is what is known as a "potato." So continuing with the assumption that you are talking about a potato plant, then yes a potato plant is a multicellular organism. It is an organism and it has more than one cell that work together for the good of the group of cells.
