I found a way to repair the seat release cables without removing anything but the release lever assembly and taking it apart to expose the cable slots so I could pull the cable end up with a pair of needle nose pliers and put it back in the slot it slipped out of. The lever itself is held in place with two tabs that can be released once the lever assembly is removed from the seat back. Once the lever is removed the cable holder with the cable slots will slip down far enough to expose the slots enough to replace or remove the cable.
