Sometimes the rear drums rust to the shoes and lock them up especially if the car has been setting with the parking brake on. You probably will have to take the wheels off then hit the drums with a hammer to break them loose from the shoes. Remove the drums and sand the shoes and drums.
These cars are notorious for rear disk brake calipers freezing. I think it was even recalled for this. Check to see if you have rear disk brakes, if you do then most likely it's the calipers. You can buy remanufactured calipers from any parts store.

Rolling wheels have more traction than sliding wheels. Thus you have more control. To illustrate; If you were in a turn and either locked the brakes or accelerated too fast the rear wheels loose traction and the rear of the car starts to pass the front of the car.
