Cellular respiration cannot happen without oxygen. If there is no oxygen, only the glycolysis step will occur, and no ATP (energy) will be made, resulting in death. That is why humans die out in space; no oxygen is capable of being found, and cellular respiraiton cannot occur.

An organism lacking oxygen for cellular respiration would die, because oxygen is needed to make energy to live.

If the amount of oxygen in the atmosphere were to decline for some reason, we would all become more fatigued. People at higher altitudes would suffer more, and perhaps could not survive at those altitudes.

There are now 7 billion people on the planet, and that number is growing continually. We all consume oxygen and expel carbon dioxide. Green plants consume carbon dioxide and expel breathable oxygen, yet man is destroying the rain forest, the largest source of free oxygen. Irreversible damage. If there wasn't enough oxygen for aerobic respiration, only the glycolysis step would occur. The pyruvate would turn into lactic acid.
