No. Unlocking a phone prepares it for use on a different carrier network. Cancelling a contract just stops your service.

Depending on the network. If it is a GSM network such as T-mobile or AT&T then yes you can via Sim card, and It has to be the same network as the phone or else you have to unlock it.
