Yes, you can still get a tan wearing sunscreen, and it's much safer than tanning bare. Use a moderately powerful sun tan lotion (minimum of spf 30) for safety. As Dark Dragon pointed out, it IS much safer using a tanning spray or lotion. There are fantastic lotions out there that, over time while using it, will gradually increase the melonin in your skin (the skin pigment that determines skin color -- the more you got the darker you'll be) without the premature aging and wrinkles that sun tanning can cause.

Darker skin isn't actually better than whiter skin. They are both really awesome. Fair skin is a more natural looking tone, and actually in the early 1900s it was considered bad to be tan, for the fair skinned people were considered rich because they weren't always weren't out in the sun working. Darker skin is the preferred skin tone these days, and it is nice to have a tan if you are wearing summer clothing. Then again, fake tans are bad because they can give you skin cancer.
