No. Strictly speaking, it may not even be legal to copy the BIOS from your own PlayStation 2, depending on where you live. Downloading the BIOS is not legal, because it is not technically a copy of your BIOS, and even if it were, a license to use a product in one form does not grant you a license to use it in another form. Purchasing a book at a book store doesn't mean you can download an ebook version off the internet for free for use on your ebook reader.
