Doing both forward and backward arm circles with weights is a good workout routine. You can also just flex your arms with weights.
You need to lift weights or eat protein (beef) and do push ups you'll get muscle or what i do is do boxing.

14 inch arms are perfect! You're making good progress especially if youre 16. Getting sixteen inch arms in 2 months, however isn't very likely. But if you keep lifting and make sure you're eating lots of calories and protein, you can be there in about 6 months. I've been there before and trust me you're doing fine, don't stress their size too much. And when it's warm out again get a tan! Tan skin makes muscles look bigger! Keep working hard
