They are illegal to redistribute,as they are a "derivative work." They contain coding, and possibly graphics and text from the original game, and are thus as illegal to redistribute as the original ROM.

∙ 13y agoOkay, let's face it, millions of internet people hack Pokemon ROMs. It's not illegal to make them.
It's illegal to SELL them, as in for money.
So, if you make a game using a Ruby ROM, and you load it onto the cartridge and try to sell it, chances are you'll be in trouble with the law. But, if you make it for your own enjoyment, or post it as a patch for others to play, you won't get in trouble.
Besides, there's nothing really bad about it. It's not like the FBI is gonna burst into your house and arrest you and then interrogate you. I mean, it's just editing a game for enjoyment. As long as it isn't put into the consumer buys, it's fine.
Don't worry, you can freely make your game. Just don't sell it, comprende?

Well, number one, Don't trust Youtube. What you saw was a ROM. a ROM is sort of like a fake game, where people who know what there doing, can add, change, make new things and make them like a Pokemon game. Exsperts make Pokemon ROM's and put video's of them on Youtube. ROM= Edited Pokemon Game/Game made of scratch, the cheats arent real neither are the games. BUT using a gameshark is a totally different thing, but seeing as you cant use gamesharks on those older games, this was most definetly not a game shark cheat but a ROM. ROM are illegal. There is no cheat like this what so ever. Don't try to find it your wasting your time.
