The charges would depend on the laws of the specific state. A 16-year-old can move out if they’ve been emancipated. However, in order to be emancipated, ONE of the requirements is that she must prove to the court that she is capable of fully supporting herself without any assistance. That does not mean moving in with someone and depending on them for (even partial) support.
