If your left low beam and fog lights do not go on and you have changed the bulbs and the fuse what else should you look for on a 1995 Ford Explorer?

U should look 4 a 12 Volt test light-Then probe the fuses & wires @ the bulb connections 2 c if U have 12 Volts THEN hook the clamp on the end of the test light wire 2 a 12 Volt sorce & probe YOUR grounds 2 c if Everything is grounded.

how can i fix lic plate lights not working when bulbs and fuse are good?

It should be the same type of bulbs that are in the side marker lights. They should be #194 bulbs if memory serves.

The brake lights are a separate circuit from the other lights. Check the fuses and bulbs. If fuses and bulbs are okay I would suspect the brake light switch is at fault.
