There are some opinions that this is the case (see the link "JPEG Image Compression Degradation"), but I cannot agree.

Normally there is no major degradation of the image by repeating the open/save jpeg operation again and again. The reason is the after the first compression step, the image colors are shifted to improve the jpeg image. After the second open the colors are already very close to the jpeg compressed data and there will be no significant change anymore. There are minimal differences, but this is it.

Even with 5% quality, the output image quality remains stable. The file size remains also stable.
