The roll of Sr John was to see that Australia was ruled by a government the could function. The Whitlam Government could not function due to the fact that the appropriation bill did not get past. The option that he faced was does he let Australia come to a full STOP or would he put it to the Democratic vote by the people. He made up his mind with the belief that the people were the only rightful ones to answer the question. They the people had that right to decide in a democracy vote. That is what he did the right thing by the people.The significance of this dismissal was it showed up the arrogance of the labour party and its understanding of the people. they were sent to the corner to sulk.

The Whitlam government embarked on a massive legislative social reform program which was forward-thinking and progressive in many ways. Whilst initially popular, the rapid reforms made the nation cautious, and the economy was beset by high inflation combined with economic stagnation.
These conditions were the catalyst to the Australian constitutional crisis of 1975. The opposition Liberal-National Country Party coalition held a majority in the Senate, the upper house of Parliament. In an unprecedented move, the Senate deferred voting on bills that appropriated funds for government expenditure, attempting to force the Prime Minister to dissolve the House of Representatives and call an election. The Whitlam government ignored the warnings, and sought alternative means of appropriating the funds it needed to repay huge debts. With Whitlam unable to secure the necessary funds, the Governor-General, Sir John Kerr, dismissed Whitlam as Prime Minister on 11 November 1975, and appointed Liberal opposition leader Malcolm Fraser as caretaker Prime Minister.

The dismissal of Whitlam affected Australian society in 2 main ways. One is that it sparked a revival of the republican movement in Australia and two it reminded Australian's that we actually do have a constitution, that we are ultimately governed by the monarchy, and the executive powers of the country lie with the governor-general who is not voted in by public vote like the PM but by a suggestion from the PM which is than approved by the monarch, ie the Queen.
