In 1910 what kind of government did Russia have?

The government was autocratic. The Fundamental Laws of April 1906 confirmed the role of the tsar, aka czar, in his absolute leadership of the Russian Empire. He therefore had complete control over foreign policy, the executive, the church, and the armed forces. Against a backdrop of recently instituted civil and voting rights, the recently approved Constitution nevertheless couldn't, and didn't, stop him from dissolving the Duma [Parliament].
