"First 12 months of licensure may not transport passengers under age 20, and may not drive between the hours of 11:00 PM and 5:00 AM without parent/other driver as specified in Section 12814.6 CVC. The restrictions end when a driver turns age 18
Yes, so long as they have a drivers license. If they do not have a license then they cannot drive. It is unfortunate, but true. The defensive driving course is vital, which is why it is available.
It will result in the suspension of your license or driving privileges if not licensed.
By the way this is California state law. It states,"Once you receive your license you have to wait a year(or until you turn 18) to drive 11PM-5AM/drive minors with out a 25 aged licensed driver." The "or until you turn 18" is the same as waiting a year. So if you have your license, and you're 18, you can drive between 11PM-5AM and the best part, driving around other people under 20 aka friends/family/minors.

From what I heard, when you first get your driver's license, you can have one family member sit in the car with you but this excludes cousins. I don't really remember how long you have to have your driver's license before you can start driving minors around but it is usually 6 months to a year. I am certain that after 1 year, you can drive around as many people as your car allows. I hope this help.
16, generally.Anyone with a drivers license can drive alone, even a minors provisional drivers license. I say 16 because the earliest a californian can aquire a license is at age 16. I say "generally" because technically a younger, licensed, out of state driver could enter California.
