It is more the minimum amount of money that an employer has to pay versus the number of hours.
If an employee works less than 3 hours than the employer is required to pay the employee an amount equal to 3 hours of work at the minimum wage in the respective province. So for example, in Alberta the minimum wage is $8.80/ hours X 3 hours is $26.40, so if the employee's hourly rate is in excess of the minimum wage, for example $12.00, than the employer is only required to pay 2.2 hours, which is $26.40 / 12.
