In New York what is the house law that pertains to the length of time a tenant must reside in an apartment before the rent can be 'frozen'?

There is no such law.

Some areas of NYS housing law offer benefits to tenants who remain in an apt for over twenty years or who reside in an apt at age 62 or older.

Such laws do not apply to every renter in NYS.

The only way in which a rent can be frozen in NYS is for unresolved violations and by court order.
