There is a very VERY small chance of getting it normally, but there is a way.
At a random time, you have a very small chance of walking into a Pokemart and seeing a mystery person. If you are lucky enough to get that tiny chance, speak to him. He can give you different things, and one of the in the Azure Flute. Most people never get it but if you do, you will only see him once. He will be by the till in the Pokemart.

∙ 12y agoI think the only way to get dialga/giritina/palkia is to have arceus. Actually you can get dialga on heart gold but it is to trade. you could get diamond (or platinum) in a store but I don't think they sell it anymore.I no it stinks I've always wanted arceus. I actually heard there gonna make Pokemon Titanium.
