There is a fuse box under the hood on the drivers side, there is a 15amp fuse in there that controls these sockets.

There is no automatic way to change tires besides taking it to a service center. There are tools that can make it easier and faster, but no automatic way. You can get a vehicle lift and power sockets to make it faster, but it is still manual.
These are cigar lighter sockets. You should be able to get them from your Subaru dealer, but I replaced the one in the console of my Outback with a socket from the auto parts store.
