Since June of 2012 there are 216 districts in Ghana. The districts were created to help combat the centralized government and the corruption of local officials.
It depends on the nature of the democratic government. Most democracies are Representative Democracies, which means that the government is composed of elected (and possibly some non-elected) officials who rule in accordance with the whims of the people who voted for them.
Generally speaking, a government where elected officials represent a group of people is called a democracy. This is not the same as Greek democracies.
