If there's abuse, then report it. The state will investigate and determine rather or not she needs to be removed from the home. Even if she's removed, that doesn't mean that she'll get to live you...in fact, the odds are likely against it. But, she would still be out of the abusive environment (provided the state determines there is abuse and she needs to be removed) and that's what's important, right?
