In West Virginia a child must be at least 16 years of age to drop out of school. There is a law that will take away their drivers license if they choose to drop out though.

Legally, they can't unless you did something like DUI or drunk driving before dropping out of high school when you're under the legal age. Otherwise, no, they cannot. I don't see a reason why they would do that.

No. points drop off after a certain time period that depends on the state. However insurance companies have a hard time looking up any citations that happened before you were 18 due to the way they are reported so they shouldn't affect your insurance.

Yes you can. You can enroll in GED classes at a community college and keep your license as long as you're enrolled. I droped out of highschool when I was sixteen and this is what I did. But, I would highly, HIGHLY, encourage you not to drop out of school; it's not easy for those of us that have.
