Legislative, Executive and Judicial.There was the Virginia plan and the New Jersey plan, and nobody could come to a final decision because the Virginia plan gave the smaller states equal power (e.g. Rhode Island) to the Larger states. The New Jersey plan gave the larger states power because it proposed delegates based on population, which gave them the advantage because the larger states could easily over-rule smaller states. They finally came to a conclusion, and it was a compromise called "the great compromise". They then wrote the Constitution.
