The difference between a treaty and an executive agreement is the paper they are printed on. The treaty is a signed document printed on paper. An executive agreement is an agreement that is verbal and probably agreed to by a handshake.

Legislation is a law passed by a legislative body and, in most cases, approved by an appropriate executive authority.

An Executive Order is an order issued directly by an executive authority and relying for its force of law on the power already assigned to that executive authority.

An Executive Order can be a management tool telling the people who report to the Executive how they may arrange their vacation time, etc., or it may deal with how the Executive Authority is going to implement some activity. It can effectively have the force of law, as does all legislation, but if the requirements of an Executive Oder are contrary to either legislated law or formal regulation, the legislation or regulation take precedence.
