In which country should you not be offended if a business associate arrives 40 minutes late for a meeting?

Many European countries have a more relaxed approach to workplace rules in comparison to America, most notably Spain and France. In these countries two or three hour lunch breaks are normal, running late to a meeting isn't always a problem, and having five or six weeks of vacation each year is average.
