Every country has poverty some more than others, but it is a fallacy that poverty is caused by a country's debt. If that was the truth, then, countries with very rich leaders wouldn't have poverty. Poor people in the US would be rich in developing countries. I think that poverty is not a proper term for those class of people. Perhaps lack of culture may be the cause of poverty for such people.
