Use Adobe Illustrator to create your graphics, then use Adobe InDesign for the layout of the flier and the typographic design. You can place your graphics from Adobe Illustrator directly into Adobe InDesign. If you are using photographs instead of creating illustrations, use Adobe Photoshop to edit your photos. However, do not attempt to do the layout and typography in Adobe Photoshop - use Adobe InDesign for that.You could also do everything, including the layout and typography, in Adobe Illustrator. If you decide to use a mix of photos from Adobe Photoshop and illustrations from Adobe Illustrator, use Adobe InDesign to do the layout. You have options with Adobe. Amlove has a good answer. But a single-page flyer? Like a handbill or something? I think I'd just work up the photos in Photoshop, then do the layout directly in Illustrator. Flyers are pretty much pure display type, and you can really doctor up type in Illustrator.
