Undoubtedly, yes he is. The unfortunate fact in any war is that one side or the other will not be entirely truthful about how many weapons (or what kind of weapons) they possess. This is especially true when you are dealing with a dictator who has become accustomed to ruling with an iron hand. Certainly, Mr. Assad has turned over some chemical weapons, as he promised the US and the international community that he would. But there is no guarantee he isn't hiding more somewhere else.
