This depends on which side you ask. If you ask his political opponents, Republicans and conservatives, you will find they say he is not a good president and never will be a good president; there is even a small fringe who want him impeached, even if he has done nothing impeachable. It should be noted that this is not new: when President Bush was in office, there was similar opposition to him from Democrats and liberals, many of whom said he was the worst president ever. But political rhetoric aside, the president's supporters believe he is a good president; and while they do not agree with everything he does, they believe his policies have improved the quality of life for millions of Americans. It remains to be seen in the future how history remembers Barack Obama, but his supporters hope he is remembered for such things as expanding healthcare to many who did not have it; championing equal pay for women in the workplace; ending Don't Ask/Don't Tell in the military; saving the country from a second Depression, rescuing the US auto industry etc. But his opponents will insist that his accomplishments came at great cost, that he did not improve the economy, and that his social policies were unfair to religious groups. So, as I said, deciding whether Mr. Obama is a good president or not depends on which side of the political aisle you happen to be on.
