Yes. All the locations in Harry Potter that Harry visits are in Britain. Hogwarts is in Scotland.

For the first two movies they filmed some scenes in Alnwick Castle which is located in England. The rest was filmed in a studio.

Rowling specifically noted that she wanted if possible, all the actors to be of british heritage, so it was most true to her writing. Therefore, Harry Potter, played by Daniel Radcliffe, is British. As well as Rupert Grant, i.e. Ron Weasley, and Emma Watson, i.e Hermione Granger.
