If they work as a team, most certainly. The Leo would have to be willing to take the Virgo's criticism and the Virgo would have to let Leo run the show (or at least let them think they do).
On the other hand the Virgo could find the Leo to be a bit controlling and the Leo could find the Virgo to be a bit nit-picky.
