Africa is a continent, it has countries not states. Some consider Madagascar part of Africa put the people who live there don't.

Yes! Madagascar, although it is not connected to the body of Africa is considered a country of sub Saharan Africa. Remember that sub means below (ex: submarine means below the sea) and Saharan is the Saharan desert in Africa, so putting two and two together sub Saharan Africa is "below the Saharan desert of Africa"
