Is Men size BMX bike right for a 13 year old?
yes... if you have the right bottom bracket... it has to fit the cranks as in 19 20 21 or 22mm most likely......... and it has to be the right size for the frame.. if its bmx it will probably be US size or euro, spanish or standard. if you find the right bottom bracket with the right size bearings then yes..

A true childrens bike will have all the parts adapted to size, brake levers, crank arm length, handle bar width, saddle size etc. A BMX although its small overall size can very well be intended to be ridden by adults, so it can have long cranks, a wide handlebar ASO. While a kid may well be able to straddle a BMX, this isn't proof that the bike fits the kid.
Pretty much all BMXes use 20" wheels, which makes all frames very similar in size. Get whatever you can afford and has brakes, in a color scheme that your kid likes. Do note that a BMX is more like a piece of sports equipment than a "regular" bike. They're really very poorly suited for any kind of distance riding.
