I'm not entirely sure I understand your question, but here's the answer to the question I think you are asking: Urban (from the latin urbs, urbis) means having to do with a city Rural has to do with the suburbs (sub is latin for under, urbs being city - literally under the city), which is the area in the countryside, outside the city. NYC being the bustling hub of activity it is, NYC is urban.

New York City is located in the Northeastern United States, while Montana is located in the Northwest. New York City is densely populated and urban, while Montana is rural and sparsely populated. New York City's air is badly polluted, while Montana's is relatively clean. New York City is exceptionally culturally diverse, while Montana is not.
