Is Programming C Plus Plus Under Linux-Ubuntu Differs than Programming Under Windows If Yes Why Yes Aren't C Plus Plus One Language?

The different "dialects" of C plus plus (more commonly written C++) you might encounter are more a result of the compiler (the program used to turn the source code into runnable programs) than of the operating system (eg Ubuntu / Microsoft Windows). All C++ compilers implement (or should implement) the basic standard of the language (defined by ISO/IEC 14882). However, most major compilers (GNU, Borland, Microsoft, Intel...) also implement their own extensions (ie additional features). Also, Linux and Windows provide different API's (libraries of code for making windows, playing sound, interacting with networks etc), which are not part of the actual language standard, and thus differ from system to system.
