ROM is usually not primary storage. Generally, primary storage on a computer refers to the Hard Drive (HDD). ROM stands for Read Only Memory, which means that memory can be written to it once and then not changed, but your hard drive can write and rewrite information many times over. Think of it this way: if you had two notepads and on one you could only write in pen and one you could only write in pencil, you probably would use the pencil one for your primary note-taking needs right? Because you could make notes and then erase them and update that information over and over. That's like a hard drive. ROM is like writing in pen: once you write it, if you want to change it, you have to throw the whole page away and start again.

ROM is Read-Only-Memory and data is stored permanently. Therefore, it cannot be modified. It is a type of secondary storage and RAM is primary storage category.
