Is a cat stronger than a terrier?

unless your cat is on steroids and your terrier is a Yorkshire terrier than no. Terriers are built with a strong upper body meant for dragging things like rats, rabbits, foxes, weasels even badgers from their dens underground. Their tails are sturdy so that when they have a hold on their prey the owner can pull them out by it.
