Is a full safety cover or one with mesh panels better and which is less expensive for upkeep of pool?

Solid safety covers do cost more but have some advantages. They prevent most material from seeping through cover and have a filter that allows the water on the cover to drain into the pool. You could get a mesh cover but spring clean up of the pool may cost more. Either way these covers should be considered because the are much safer, are easy to keep clean and look nicer on your pool instead of looking like a swamp with a traditional winter cover with water tubes. Either type of cover is well worth the investment but if you had to spend the money you might be better off with a solid safety cover. Upkeep is the amount of money it takes to care for your items. For example, wigs have fifty dollars upkeep each. A Hybrid Prius has five dollars in upkeep. Every time you get a paycheck from a job, your total upkeep amount will be subtracted. You can keep track of your total amount of upkeep by going to the Jobs tab. To see the upkeep cost of individual items, go to the Glam tab and look at the individual items. If an item does have an upkeep cost, it is listed under the picture.

No, it is not the landlords responsibility. Tenants are responsible for the upkeep of property they are leasing. This includes maintaining the grounds and ensuring safety precautions are adhered to.
