All horses are strict herbivores they will not choose to eat meat.
Many people will however use the instances of people feeding horses Hamburgers or Hot Dogs as evidence that horses like meat. They don't. It's a novel food and horses are hungry animals that will try whatever you have in your hand, they do not know what a hamburger is and for the most part fast food burgers are made mostly of soy, not meat.
Some horses in certain cultures were/ are fed fish, mutton fat and other animal proteins. This does not make them omnivores, they would not find and eat these things on their own in a wild/ feral setting.
All horses are herbivores except for Icelandic ponies, which may be considered omnivores.
