1. a government (local, county, state, federal) employee.

2. Has a State statuary power to arrest/apprehend for any violation of law.

3. Authorized by their employer to carry and qualify yearly with a firearm

4. is not prohibited by Title 18 922(d) to carry a firearm (wife beater, mental retard , alien, denounce U.S. Citizenship)etc.

5. They are a Qualified Law Enforcement Officer under the Act.
