Yes, it is bad. If it allows air to come out, it will allow air and/or moisture in when the engine is not running. The air coming out is air that should be going through the PVC circuit.

The speakers are powered by the stereo, which in turn the stereo has a fuse. If the stereo works (turns on), but not the speakers, then it may be a wiring issue.
