It depends on what type of alloy steel you are referring to. Alloy steels such as Cpm D2 would generally be "stronger" then plain carbon steels.

Are there any metals that are not elements?

An alloy is a metal composed of two or more elements.
At least one of the elements in an alloy is a metallic
element.
For example,
Bronze is an alloy of copper and tin.
Brass is an alloy of copper and zinc.
Steel is an alloy of iron and carbon. (Some steel alloys also
contain a variety of other alloying elements).
While aluminum is an element, most "aluminum" parts use some
aluminum alloy that is much stronger than pure aluminum.
Even polystyrene is much stronger than pure aluminum.
