An authorized user does not fulfill the definition of "debtor" under the Fair Credit Reporting Act. AU's are not liable for any debt they have not signed a contractual agreement for.
If the AU is the heir of a deceased person, the deceased's estate or heirs MAY have liability for their debts. This would depend upon (their state's) inheritance laws and the terms of the will.
Cannot imagine that the process would be different than if the person was alive. The estate would be responsible for remaining loan amounts.

Your power of attorney was extinguished when your last parent died. Unless you were a co-signer on their debts, ordered goods or services for them or benefitted from the amounts due (utility bills if you lived with them, for example) their estates are responsible for their debts. Yes. The point of having an authorized user is for that person to be able to use the credit card of the primary card holder. Usually when an authorized user is created, specific limits (amounts, number of transactions, merchant types, etc.) are set up. Sometimes the authorized user is given a card in their own name and that card may even have a different card number so usage may be tracked by the card company and the primary card holder.
